When an applicant has applied for a second licence on how many occasions has the DVSA granted a second licence on first application? If that application was initially considered to be declined and the applicant given the opportunity to make representations in writing as to why that decision should be reconsidered -on how many occasions was that initial declining amended and a second licence granted after the receipt of such representations? If the licence was still refused and the applicant then elected to request an independent tribunal to review the DVSA's decisions - on ANY occasion did the DVSA amend their initial decisions before such a Tribunal could be convened and grant a second 'trainee licence' and if so - how many occasions? Has a third ' trainee licence' EVER been granted consecutively? Finally - on how many occasions at the Independent Tribunal was the DVSA decision overturned in the applicant's favour?
