tender_5526 DVLA Provision of Outbound Mail Services This contract will provide the Authority with an outbound bulk mail service. The provision of such is essential to supporting all services and transactions where a physical token or document is required to be sent to a mail recipient. The scope encompasses all bulk mail collection from the Authorities' sites except for 1st class, courier, special delivery and next day service, where alternative solutions are in place. The DVLA requires a contract for bulk UK mail along with a small element of international mail, currently managed by the incumbent supplier via their own Down Stream Access agreement (DSA Solution). The requirement is to maximise postal efficiencies and deliver value for money whilst providing a quality service, ensuring that mail items will be collected and delivered to the required destination(s) in line with the mail profile requirements and without interruption arising from any handover between the incumbent supplier and the Supplier. DVLA expects to produce approximately 95 million items of mail over the life of the contract. However, the quantities, types and frequencies of the mail is not guaranteed or warranted. tender_5855 DVLA Provision of Personalised Registration Auction Services In 1989, DVLA commenced sales of personalised vehicle registration numbers (also known as “marks” or “registrations”) to capitalise on the motoring public’s demand for previously un-issued registration numbers. Sales of these Government assets are regarded as an important source of revenue for the Exchequer and to date over £3.6 billion has been raised with almost 8 million registrations sold. Income goes to HM Treasury with DfT retaining some receipts. The Agency considers DVLA auctions to be the flagship of its Personalised Registrations (PR) business. Auction sales promote and enhance the image of DVLA as an efficient, digital and professional organisation. Consequently, DVLA has always demanded a high-quality service from its auction Contractor to facilitate the growth of revenue from sales. The Agency has currently committed to deliver £135 million to HMT annually as part of its Spending Review commitment through PR sales. Circa £43 million of DVLAs total forecasted income is apportioned to the auction contract. DVLA sets starting (minimum bid) prices using its income target from HM Treasury as a starting point, factoring in stock volumes, universal attractiveness, and customer demand. tender_5781 DfTc Communications Quantitative Call-Off Contract Group Communications currently has both a quantitative and a qualitative research call-off contract, both of which are due to expire mid-June 2024 and cannot be extended further. We wish to re-procure both. These contracts are key in helping Group Communications use research to gather audience insight and evaluate the effectiveness of our work. By better understanding our audiences we can deliver targeted, more impactful communications that support DfT’s strategic aims. Research also helps us evaluate the effectiveness of our communications, both paid for and low and no cost, seeing if our audiences have responded in the way we planned, in turn providing further insight and opportunities to continually improve.
