National Citizens Service 1 8 This engagement refers to Legal Counsel, who would not normally be included in the off-payroll submission as he acts as a consultant and advisor only and is therefore exempt. As part of the transition period from Community Interest Company to Royal Charter Body, to support the transition of CEOs, and to contribute to some important high profile legal based conversations, NCS's Legal Counsel attended senior leadership team meetings when required to offer expert advice and counsel. NCS's Legal Counsel was and is not a member of the Senior Leadership team. NCS opted to include this individual in their submission in the interests of transparency. This exceptional arrangement ended by September 2020. Since then NCS's Legal Counsel has reverted to the normal working arrangements and is acting as an advisor and consultant only, therefore not part of the off-payroll reporting requirements.
