Thank you.HelloI am complaining about Highways England manner of dealing with information requests.in October 2016 following my first request I receive a disclaimer and not the information askedon 9th January I am receiving only some information about the road closure but not about the positioning of the gantries on 13th of February I receive a wrong positioning of the gantry M12354 B and the HALOGEN records on M12358 B only . Encompassed within the coordinates are 4 or 5 gantries on M1 southboundon 23rd I receive the same information about the signs on the gantries in a different format. I contacted today Information Commissioner Office about this.The only information that remains and I am asking now is about the signs displayed on the gantry 2354 B on M1 southbound on 7th of April 2016 between 1140 and 1250. 18412910 05/05/2017 Complaint Phone No A282 Speed Enforcement SE (REC) Enforcement Not set Customer called to request the calibration certificate and to confirm that the camera is in operation as he has received a Notice of intended prosecution for doing 58mph in a 50mph average speed limit. Details of incident just have date time automatic camera device. No specific details provided for camera number. VRN .FWD to Area 5 for urgent investigation and response please. AB 050517The customer would like to chase this up have advised the customer that it is within the allocated reply time. But he was adamant that he would like a call back todayHave forwarded the request to Speed Enforcement SE RCC for attention and response. 080517Customer called back chasing a response. Advised we have only passed across today and to wait for response. I then tried to consult with to see if he could pick up this log any quicker but did not answer. Caller is most unhappy with the content of the reply. Caller quite clearly requested a copy of the calibration certificate but has been advised in general terms that as far as we are aware the cameras are in operation and have valid certificates. No copy of the certificate has been provided. Caller is unhappy at the length of time it has taken to receive this reply from someone whom the caller was previously advised was on holiday and then told another individual would be picking up in his place. CCC only have one point of contact for such enquiries no central inbox so although this response was within the timeframe there is an issue whereby enquiries go to individuals only and we are not aware at the point of referral if someone is on leave. Caller would like to make a complaint against for the content of his reply and has requested a call back today from his supervisor. Caller still urgently requires a copy of the calibration certificate as originally requested. Caller also wanted it noted that he will not be paying this fine until he is provided with the documentation he has requested and he feels both the Police and Highways England are purposely delaying in providing this information so as to force him into payingSpoke to who advised to send this to manager for urgent attention and response as a Stage 1 Complaint. 16..05.17. Customers driver has been caught for speeding and has been advised that the speed was set at 50mph and would like to know why or if there were any incidents at the above time. He would also like to know what time the cameras were turned on and what time the signs were set to 50mph and what time were the signscameras turned off. I checked through log and advised customer that this was sent to the speed enforcement team as an urgent request but I would try and see if I could get someone for him to speak with.After speaking with my we agreed to try and get through to or someone within his department to try and deal with customers case. I had no luck in speaking with however did manage to get through to a . I explained the situation to and apologised for not going through the usual measures due to customers request. I went back to the customer explained who I am in contact with and also apologised that it took so long. Thank you.Dear Sir MadamI wish to complain that the half mile gantry west of the A41 exit clockwise on the M25 does not display variable speed limits.The camera activates at drivers when there is no variable speed limit displayed.I was caught out with this previously despite being at the national speed limit and last night at 2035 I saw the exact same thinghappen again the camera activates at drivers yet there is no variable display. How can drivers expect to obey the variable limit ifthe gantry does not display it.I will be recording this gantry at all opportunities going forward for evidence of the same. Thank you.notice number 0453050258216320Good MorningI am not sure if this is the correct way but I would like to have more information with regards to the variable speed around the M25 on the 21052017 circa 2200Hrs.I joined the M25 from the M26 around 2100 Hrs and it was the only stretch of my journey which had any form of volume of car which forced me to pay more attention to my surroundings.So during my transit through the variable speed limit that was still in force up to before the M40 I could not understand why as the volume of cars was more than fluid.To that effect can you or the correct department provide me with evidence of the necessity to have the speed restriction in place from 2000 to 2300 Hrs on the 21052017 including the traffic out of the M4 onto the M25.Have you now changed the trigger for the speed restriction to the first gangway. I recall this being in place at the second one.I also notice that variable speed information are not promoted to the traffic information provided by the sat nav provider. Why is this not the case?Surely if you are intended to promote safety and traffic management this information should be made available ahead of driver hitting any congested zone! Variable mandatory speed limits are set on smart motorways to forewarn drivers of conditions ahead; they often relate to traffic congestion a reported incident or roadworks. The signals may be set automatically or manually. In general there are separate thresholds set for both flow and speed which are brought together in a matrix table to determine what speed to display. After the congestion has dispersed the congested levels of speed and flow do not disperse directly. A delay is built in so that the dispersion of congestion is allowed to follow its course before the speed restrictions are removed. This is a proven and necessary smoothing of the output. The customer is concerned with the M25 The customer wants to know in particular junction number 1718. The customer was travelling on the motorway on the 05102017 and the speed variable was showing 60mph then it dropped at the gantry to 50 or 40 mph. The customer was travelling on the 5 October at Time 2230 2300 hrs. He would like to know if the customer has a speeding ticket I have advised 14 working days to receive the speeding ticket but is worried and wants to know if he can know earlier. Vehicle Reg . Also the customer wants to know what roadworks was carried out at the exit to Rickmansworth junction closed? He would like to know full details of the road work that was carried out becuase he belieevs that there was no work carried out on the above date and time. Thank you.HiI would like to make an official complaint about the way in which variable speed limits are implemented. I recently received a penalty for driving at 47mph on the M1 motorway. I accept that the overhead gantry said it was 40mph but my complaint is that there was absolutely no reason for it to be that slow. There was no crash no workers in the road no excess traffic there are 4 lanes no decreased visibility etc.I would like to know who makes these seemingly random decisions about variable road speeds and why. I think the signs should say why the traffic is being slowed especially when it is by almost half normal speed. Otherwise it just looks like you are out to catch people like me who are not driving unsafely at all. But maybe that is the idea.My other complaint is the punishment. I really dont see why there cant be more of a scale for speeding offences. How can it be that I get a £100 fine and 3 points on my license for going so slowly and essentially driving in a way that has no chance of causing an accident on a motorway and yet I would get the same penalty for doing many other offences that I would suggest are far more unsafe or reckless.I doubt anything will be done as its far easier to enforce catch and fine people for going fast than catch and fine them for doing things that actually cause accidents like chopping across lanes driving aggressively and not paying enough attention to the road. Thank you.I would like to complain and bring to your attention the poor positioning of this camera for the following reasons after receiving a speeding ticket. Hopefully to bring to your attention the potential for reducing future unfair tickets being produced.I was travelling westbound on the A127 to join the M25 at JNCT29 heading northbound towards Enfield this junction is a roundabout junction underneath the M25 and at the entrance to the adjoin two lane slip road the right joining pretty much immediately with the left hand lane which I was in being much longer.So on entering the slip road from the roundabout there is only a fixed street sign suggesting a variable speed limitI was in a .9 litre car trying to get up to national speed limit uphill there is no illuminated suggestion that the speed is to be greatly reduced at this time. Of course I am still in the left hand slip road at the moment and have now got to the speed limit of 70MPH but still yet to join the M25 traffic. At the end of the slip road you are of course concentrating that you are joining the M25 safelyboth for vehicles that maybe behind and joining traffic in the immediate right hand lane i.e a lot of mirror useage now the end of this junction is approx. 400 yards from the gantry so my argument taking into all the previous suggested facts of trying to gain speed and checking to adjoin safelychange of lane etc is that I was then faced with having to safely considerably reduce my speed from 70 mph to 40 mph over 400 yards with other trailingfollowing vehicles.I managed to reduce my speed safely to 50mph but not enough in a short space of time Luckily I was offered an awareness course with no points to license however should there have been points I would certainly arguing my case at court due to the above points and my belief of a badly placed or badly illuminated advance warning from slip road reduction to speed.Google earth actually shows that there is an illuminated sign to the northbound entrance which has been subsequently replaced with a fixed unilluminated sign.I would value your thoughts on this matterKind Regards Director. Thank you.HiOn my journey from Margate to Gaydon this morning there were two issues Im really unhappy with.Around 5am the M2 was still closed and traffic was diverted off. Can you confirm when this was supposed to be reopened? Traffic lights on the exit roundabout not changed to allow for this and the diversion signs were poor and confusing. I ended up getting back on at the Faversham junction but we had to queue. Everyone in front of me was confused with people doing U turns and stopping with the confusion. This delayed me by 20mins.Secondly on the M25 coming towards the M40 turn off the speed limit signs started coming on. The Traffic was light to moderate and there were no roadworks. Often frequent commuters like myself notice these speed limits in this area do not represent the reality and are often phantom limits. So many motorists slow but still maintain a speed greater than these as its a false limit. Today the limit went to 60 at one point then to 40 then to 60 then to 50 for no apparent reason and no indication of an issue.With cars behind me I slowed but not to the 40mph limit and myself or cars in front may have been flashed? What I want understand is why these limits were applied and was it indeed a phantom event and if so why are enforcement cameras flashing? I would like to know how to appeal if I have indeed been flashed. I drive 20k miles a year have been commuting this for 15 years and have never had a speeding offence.
