The MOD owns 228,000 hectares of land and foreshore, (either freehold or leasehold) and holds rights over a further 204,900 hectares of land and foreshore. In total, this is about 1.8% of the UK land mass.

Since 2012, there has been a decrease of some 1,100 hectares in the freehold and leasehold figure. This decrease is in accordance with the trends in the estate over recent years as the Department seeks to divest itself of properties that are surplus to requirements, particularly where these can assist wider government initiatives to provide land for housing etc.

Around a third of the owned estate is classed as ‘built’ and includes naval bases, airfields, living accommodation for military personnel, scientific facilities, storage and distribution centres, communications facilities and offices, making the MOD the UK’s largest property manager.

Reflecting the long history of the Armed Forces, the estate contains a substantial number of listed buildings. The rural estate (around two thirds of the owned estate), comprises mainly training areas and ranges, on undeveloped land which is in places of particular environmental or archaeological significance.

In addition, the MOD manages an overseas estate comprising the garrisons and training facilities in Germany, Cyprus, the Falkland Islands and Gibraltar, as well as facilities in Ascension Island, Belize, Brunei, Nepal, Singapore and the United States. The Armed Forces regularly use major training facilities in Canada, Cyprus, Germany, Norway, Poland and Kenya. As at 31 March 2012 estate related Defence assets were valued at some £25 Bn.

English SSSIs are unitised and the condition of each SSSI unit is assessed as favourable if all targets are being met on the ground; unfavourable recovering if all required management and controls are in place; and unfavourable not recovering if appropriate management or controls are not yet secured.

Under the England Biodiversity Strategy the vision is for at least 50% of SSSI area in favourable condition by 2020, while maintaining at least 95% in favourable or recovering condition; with all SSSIs reaching favourable condition by 2061. As the MOD’s SSSI holdings include substantial areas of habitats which are expected to recover into favourable condition sooner rather than later, the ‘modelled trajectory’ for the MOD estate is to reach 60% favourable condition by 2020.

In Wales there appears to be a significant drop from 76% to 10.7% of MOD SSSI’s considered to be ‘Under Appropriate Conservation Management’.  It is assessed that this apparent decline in performance is due to the implementation of new administrative processes and a lag in the recording of management actions.
