The contract period was to cover the second stage of application development (known as Leap 2) for the development of the Universal Credit IT system. The objective of Leap 2 is to show that the Universal Credit solution is capable of capturing, processing and paying on-line claims to Universal Credit. Additionally it will demonstrate the ability to pay based on Real Time Income / PAYE, apply change of circumstances on-line, help customers understand earnings impact and increase telephony functions for customers who experience difficulty on-line. Approval for this work was also provided by Her Majesty’s Treasury providing authority to incur Universal Credit designated expenditure ahead of Royal Assent. Accenture continue to provide core development services and are currently engaged in Leap 3 development. Contractual arrangements are in place and have been subject to Cabinet Office oversight through the ICT Exception process but are outside the highlighted period.
