Description / aims OSCAR replaces the COINS financial reporting system which supports fiscal management and spending control within HMT, produces Parliamentary Estimates and Public Expenditure Statistics. The Scheme was established to makes payments to eligible Equitable Life policyholders for their Relative Loss as a consequence of regulatory failure. Departmental narrative, actions on Delivery Confidence Assessment Confidence in project delivery is generally high. Amber status reflects a necessary deviation from the original delivery schedule. Although identified costs are on an upward trajectory, the project is still expected to deliver within its total budget and in line with the timeframes required by the business. The Scheme aims to distribute up to £1billion in the first 3 years, but anticipates undershooting this target as a result of not successfully tracing all policyholders. To mitigate against this the Scheme is implementing a publicity campaign to encourage people to come forward. Whole life costs include a generous allowance for future upgrades during the life of the project and will only be used if essential. As a result, it is quite possible that the overspend may be reduced before the end of the life of the solution. The Scheme is broadly on budget with less than 3% overspend against the original, total outturn of £58m. HMT is working to identify potential opportunities for reducing the remaining operational costs, and has already identified c£500k cost reductions.
